President Biden’s commitment to diversifying the federal judiciary took a significant step forward with the narrow confirmations of Margaret Garnett and Jeffrey Bryan as federal district court judges in New York and Minnesota, respectively. Despite facing stiff opposition from Republican senators, both nominees were ultimately approved by the Senate, underscoring the growing support for a more inclusive judicial system.

Margaret Garnett’s Background

Garnett before being tapped in May to become a judge in Southern District of New York served since 2021 as the deputy to Manhattan U.S. Attorney Damian Williams and now is special counsel in his office.

She had previously for three years served as the commissioner of the New York City Department of Investigation, the agency tasked with examining fraud, corruption and abuse of power within the city government. In that role, she oversaw an investigation into the New York Police Department’s handling of racial justice protests that followed the death of George Floyd, a Black man, under the knee of a Minneapolis police officer in 2020.

Jeffrey Bryan’s Background 

Bryan, a state court judge and former federal public defender, makes history as the first Hispanic federal judge in Minnesota. His extensive experience presiding over civil and criminal cases in the Fourth Judicial District of Minnesota, coupled with his prior service as a magistrate judge in the District of Minnesota, positions him well for his new position. His background as a native of Puerto Rico and a graduate of Harvard Law School further enriches the diversity of the federal bench.

Both Garnett and Bryan received strong backing from their respective home-state senators, as well as from prominent legal and civil rights organizations. Their confirmations are widely seen as a positive step towards a more representative federal judiciary, one that reflects the diverse communities it serves.
